Obstacles Persist for Relief Supplies in Northern Gaza Despite Temporary Peace

Even if the access route with Egypt starts functioning soon, aid groups face substantial challenges delivering aid to Gaza City, the region most severely affected by starvation, analysts state.

Infrastructure Problems

Primary highways are virtually impassable due to extensive devastation across the war-torn region – or remain under the control of security personnel. Any transport that breaks down is probably will be quickly plundered.

The main entry point, the key gateway to the northern territories, destroyed during two years of war, has been closed for many days, and Israeli officials have informed humanitarian organizations in Gaza that there are no immediate plans to activate the entry location, according to humanitarian staff.

Damage in Northern Gaza

Gaza City was the focus of a significant armed campaign launched in August that was ongoing when the peace agreement was signed last week.

Devastation in the northern area has been extensive, with entire towns including local municipalities and adjacent communities in ruins as well as many of the peripheral zones of Gaza City.

"Any opening of a border point into Gaza is positive, but we need to make sure we can access populations where they are," said an experienced official from a relief agency.

Humanitarian Situation

Observers said many of the approximately 300,000 people who have returned to the northern region from the crowded shelter regions where they had been living during the military operations were now "living" among the debris of their homes, often without any protection and with limited food or water.

A representative from a humanitarian body said the devastation in northern Gaza was "devastating".

"We see street after street, building after building ... there is massive desperation for drinking water. Conditions are severe. We need all the crossings operational," the official, who was in the urban center in recent days, added.

Insufficient Access

An organization head based in Gaza City said the necessities in what used to be the territory's thriving business and cultural hub were "enormous".

"People have positive expectation and faith but there needs to be rapid progress on the crossings. We haven't seen substantial progress on the reality yet," the official stated.

"We continue to receive a insufficient volume of assistance [and] we are only starting to understand the level of destruction. Multiple thoroughfares are just full of debris ... there is hardly any residence that is safe. There remains harm and unexploded bombs throughout the area."

Recent Progress

Recently, aid agencies said small quantities of necessary propane entered Gaza for the first time in multiple months, along with shipments of grain products, grains and farm products. The additional resources sent commercial prices decreasing.

Within a central community, a community member said there had been certain progress since the peace agreement.

"The markets are stocked with food, produce, and fresh fruit, although the costs are still high and not accessible for everyone," the individual commented.

Winter Preparations

"The crucial necessities now, particularly given the coming of winter, are to have a tent to shelter us from the cold weather and winter clothes because the shops do not have enough clothes for us or, if they are available, they are very few and very expensive."

Multiple organization-assisted bread-making centers in mid and southern regions have begun working again since the truce.

Assistance Distribution

Transport were reported to have entered the Kerem Shalom crossing through Israeli territory to Gaza during Wednesday, though exact numbers were unclear.

The country's media outlet stated that recent humanitarian shipments would include nutritional supplies, treatment resources, energy sources, cooking gas and tools to repair crucial facilities.

"Relief supplies remains flowing to the Gaza Strip through the border access point and other crossings after security checks," an military representative said.

Delivery Problems

But tracking the volume of transports could be inaccurate, warned a specialist from a humanitarian organization. "We must determine the materials within the vehicles and their capacity levels for it to be a genuinely useful metric," the official added.

Business entities are dispatching fleets of transports carrying sweets, soft drinks and treats, which have minimal health benefits, while urgent medical support for minors or others who have been without proper sustenance for multiple years are scarce.

Treatment Situation

Within the northern urban center, only a handful of healthcare facilities are working, compared with numerous in earlier this year.

Various groups have significant funding in assistance materials stockpiled around Gaza pending distribution. A UN agency working with the population across the area for many years has three months' worth of food for all residents ready to be transported.

"We maintain the materials, the tools and the skills ... we only require the entry," said a humanitarian staff member, who recently came back from Gaza.

Governmental Factors

A diplomatic framework details that "full" assistance should reach Gaza and be allocated through humanitarian bodies and the Red Crescent, without interference from any armed factions or state authorities.

This appears to exclude the disputed government-supported relief agency which began operations in spring, resulting in disorderly situations and multiple fatalities as numerous individuals gathered around its assistance centers.
