The Demise of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the current period. By day, diplomatic battles are waged: hopeful statements are delivered from various governments. Considerable effort is devoted on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "peace".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from enemy soil, a ability provided through current data. From witness perspectives, military aircraft that had been deployed to intercept incoming cruise missiles roared overhead – modern combat jets provided to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by partner states. Every firing creates sudden vibrations, causing tremors. The brief panic quickly transforms into sober acceptance: maybe the hostile projectile won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.

Continuous Dangers

Following this, a large-caliber weapon opened up on a unmanned aircraft close by, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its destination.

Periodically, this continued until dawn. Kyiv faced the early updates: seven people killed, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on external assistance – a reliance that neighboring countries are demonstrably unable to replace in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from US administration provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new approach from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. US administration operates on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House presumes that it is unrealistic to compel Moscow to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not evolve additionally in its advantage in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a total frontline collapse until conditions improve in its advantage.

Current Realities

Realistically, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Summary and Prospects

It took a only one week to kill the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.

While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
